The Higher Education Commission (HEC), formerly the University Grant Commission, is the primary regulator of higher education in Pakistan. It also facilitates the development of higher educational system in Pakistan. Its main purpose was to upgrade universities in Pakistan to be centres of education, research and development. The HEC plays a leading role towards building a knowledge based economy in Pakistan by giving out hundreds of doctoral scholarships for education abroad every year.
The International Center for Chemical and Biological Sciences (ICCBS), at the University of Karachi , is regarded as one of the finest academic research establishments of chemical sciences in the developing world. H.E.J. Research Institute of Chemistry and Dr. Panjwani Center for Molecular and Drug Research are the integral institutes of ICCBS. H.E.J. Research Institute of Chemistry during the last four decades has achieved a number of milestones and remains at the pinnacle of excellence and sustained growth. Emphasis has been on raising the standards of training of scholars in economically relevant fields of chemical and biochemical sciences, and resources mobilization for the future growth in new disciplines of chemical sciences. The Institute has the single largest doctoral program in the country with over 280 Ph. D. students. The main areas of research and development and training of students include natural product chemistry, protein chemistry, pharmacology, computational medicinal chemistry, and plant biotechnology. The analytical, spectroscopic, computational, and other facilities present in the institute are at par to any good Institution in the world. The Institute also has a 17025 and 9001 Industrial Analytical Center, which is providing analytical and consultancy services to over 350 industries in Pakistan.
The Panjwani Center for Molecular Medicine and Drug Research (PCMD) was established through a generous donation and patronage of Ms. Nadira Panjwani (Chairperson, Dr. Panjwani Memorial Trust). The PCMD initiated a number of scientific programs that lead to possible treatments of often neglected prevalent diseases of Pakistan, as well as associated human resource development. The center recently completed first genome of Pakistan individual in collaboration with beijing genome center (China).
The main objective of the center is to train highly qualified manpower in the emerging new fields of molecular medicine and drug development. The academicians, clinicians and pharmaceutical researchers are brought together to translate basic scientific discoveries into new therapies, vaccines and diagnostic tests. The efforts in the center is mainly focused on developing greater and more comprehensive understanding of the pattern and causes of most common diseases of Pakistan in order to develop effective diagnostic tools and affordable treatments by using molecular medicinal, chemical and computational methods.
EET's Center for Advanced Studies in Engineering (CASE) affiliated with University of Engineering and Technology Taxila offers M.Sc. and Ph.D. Degrees in the disciplines of Computer Engineering and Engineering Management. CASE is one of the very few institutions in the country promoting human resource development in the area of behind the scene technology, which is making today's information revolution possible. By providing Graduate(Masters)'s and Ph.D level engineering education, CASE aims to redress the imbalance in today's information technology scene, where too much emphasis is placed on only the software side, while engineering aspects of information technology are ignored. This is mainly due to lack of experienced faculty members that Graduate (Masters)'s or Ph.D. programs in advanced areas of IT dealing with engineering aspects are non-existent in most IT institutions.
